CM caught riding Two-Wheeler without Helmet

On Diwali night when people across the nation were bursting crackers, Jharkhand Chief Minister Raghubar Das was found riding a scooter without wearing a helmet in Ranchi.
Clad in a white kurta-pyjama, Mr.Raghubar Das drove a white two-wheeler. At least half-a-dozen other bikers sans helmets were seen accompanying the Chief Minister. They violated the traffic law and even rode with their pillions. There was no security cover for CM at that point of time.
Raghubar Das is the first non-Tribal Chief Minister of Jharkhand. What message does he conveys to the people of the state by riding a two-wheeler without helmet in the capital?
