TRS Calm but AIADMK Protests! Debate?

YSR Congress, TDP and Congress moved No Confidence Motion against NDA Government for Special Category Status. Even CPM served notice for moving No Trust Motion against Centre. On Monday, Telangana CM KCR decided not to create hurdles for the Motion seeking AP's rights. These developments gave confidence to all the parties opposing NDA and they assumed Centre will allow debate at least on Tuesday.
After 3-days Holiday, Proceedings began in Lok Sabha Today. Along with YCP, Seven Parties have issued notices of No Confidence Motion. Soon after the proceedings began, AIADMK MPs went into the well and raised slogans demanding establishment of Cauvery Water Board. Everyone believes Centre is behind the disruptions caused by AIADMK. Whereas, TRS MPs who has been disrupting the proceedings all these days seeking reservations remained calm on Tuesday.
Still, Speaker Sumithra Mahajan called for adjournment citing the House isn't in order. What has either Speaker or Centre done to bring the House in order? They should have suspended the MPs who were disrupting the proceedings if they are really willing for a debate. Instead, They kept adjourning the House again and again based on the same reason.
