Uproar over Minor Boy's handcuffing in Telangana

As per the Juvenile Justice Act, A Minor shouldn't be handcuffed and mustn't be exposed as a criminal in public.
Telangana's Child Rights Commission issued a notice Medak SP seeking a report the incident within one week. Even State's Home Secretary was alerted and stressed the need to train cops on how to treat Juvenile.
Reportedly, The Juvenile was involved in a theft in Medak district. Medak SP issued a memo to the two constables escorting the minor after the video was uploaded on youtube.
