Did Modi lock Ministers & RBI Officials inside?

On Tuesday afternoon, PMO asked Union Ministers available in New Delhi to attend Cabinet Meeting. When enquired about the reason, PMO informed them that upcoming Japan Tour might come up for discussion. The meeting began at 6.45 pm and Minister unaware of RBI Officials participation until then. Modi shared the decision taken by them and made sure none of them steps out of the meeting hall until returns upon addressing the Nation.
Union Ministers were unable to communicate to anyone in the meantime because Smartphones weren't allowed to the Cabinet Meetings due to security reasons. They had to wait patiently till Modi returned after the announcement of abolishing old currency notes of Rs 500 and Rs 1000 denominations.
