Mohan Babu target - Jagan or Naidu?

A video footage of Mohan Babu giving a free advise to voters have been doing rounds now. In the video, The Senior Actor opines people have no right to question as long as they sell their votes for notes. He went on to say India could be developed only when the such corrupt practices were stopped and only then Democracy could exist.

Many people have been in a dilemma - Whom did Mohan Babu target here? Whether its Jagan or Chandrababu Naidu? Why didn't he deliver the same speech before 2014 Elections and Why just few days after the results were announced?
