Naidu tricked Shariff to refer the bills?

With AP Legislative Council Chairman M.A. Shariff referring the Bills of Decentralisation of capital and repeal of APCRDA to the select committee has raised many questions oh how come the Chairman can act against the Government Business as the House's first priority should be government's decision.
The political circles also found fault with TDP supremo, Opposition leader Nara Chandrababu Naidu sitting in the VIP gallery which gave him a clear view of Shariff and they are believing that Naidu pressured Mr. Shariff to recommend the bills with his discretionary powers.
YSRCP leaders like Ambati Rambabu, Botsa Satyanarayana, and YSRCP general secretary Dadi Veerabhara Rao have lashed out at the TDP and its behavior in the Upper house.
"The TDP members, who were in a majority in the Upper House, had neither served any notice as required nor sought any amendments for referring the Bills to the select committee. As per rules, the notice or amendments, if any suggested, should be printed and tabled in the Council for circulation," Veerabhadra Rao said.
Chandrababu Naidu who has over 40 years of experience in politics should use his experience to help for the growth of the state rather than creating obstacles to the ruling party.
