Rayapati's upper hand over Chandrababu

This firm was owned by Narsaraopet TDP MP Rayapati Sambasiva Rao's Family.
Apparently, Rayapati complained Prime Minister Narendra Modi that AP Government has been trying the terminate the contract with Trasstroy to benefit two other firms (Megha Engineering which built Pattiseema Project & Company owned by CM Ramesh). Following this lobbying, Union Water Resources Minister Nitin Gadkari rejected the proposal of TDP Government to change the contractor citing escalation of cost by 35 percent. How could Centre favour the Rayapati's firm despite knowing it's miserable failure?
Soon after Gadkari disapproved the proposal, Chief Minister Chandrababu Naidu went to Nagpur for holding talks with him. He explained to the Union Minister how important it is for TDP and BJP to complete Polavaram Project by 2019. Will Centre change its stand?
