Neither Status nor Package, Only SAM!

Union Government announced Special Assistance Measure (SAM) for Andhra Pradesh instead of either Special Category Status or Special Package. Not even a single demand of AP Government has been fulfilled. In fact, There is nothing new in the announcement and Centre just repeated what it kept saying since the formation of Government.
Special Assistance Measure (SAM) for Andhra Pradesh:
AP will receive Special Assistance Measure for 5 Years (2015-2020)
Already, Rs 2,500 crore has been given for AP Capital Construction. Another Rs 1,000 crore will be sanctioned.
100 Percent Cost of Polavaram Project will be paid.
So far Rs 1,050 crore were paid for Backward Districts. Another, Rs 1,050 would be sanctioned.
Centre made it clear 14th Finance Commission gave no scope for Special Status. In addition, Even funding of Centrally-sponsored schemes at the 90:10 ratio was denied on ground that Niti Aayog has to take a final call.
No mention about Visakha Railway Zone, Vijayawada Metro Rail, Delimitation of Assembly Constituencies and Sanction of Rs 500 crore per year due to absence of Industrial investments.
