No Objection from Odisha! Still, No Railway Zone!

YSR Congress MPs met Railway Minister to seek Visakha Railway Zone. At the same time, TDP MPs complained Piyush Goel has been denying appointment for them. Then, The Union Minister told TDP Leaders hadn't even sought his appointment.
In the press meet, Piyush Goel claimed Centre is considering Railway Zone and the decision would be taken as per the norms. He told there is no clarity in AP Reorganisation Act 2014 over Visakha Railway Zone. He left the press conference mid way when asked when will Centre take a decision on the Railway Zone.
If the AP Reorganisation Act 2014 prepared by UPA isn't perfect, Why won't NDA prove it's commitment by making necessary corrections to implement the promises? Instead, Centre is making its officials question the State Government what's the use of Railway Zone and went on to say it won't create any employment.
