In the 23rd Meeting of GST Council chaired by Finance Minister Arun Jaitley, The call to levy highest tax slab of 28 percent only on 50 out 220 items has been taken. This decision was made considering the complaints of traders and small businessmen over the burden on them since GST rollout in July this year.

Bihar Finance Minister Sushil Modi who heads a panel on GST Network in the council told items which are meant for daily use would become cheaper. Tax on toothpaste, shampoo, shaving cream, aftershave lotion, shoe polish, deodorant, chewing gums, nutritious drinks and chocolates has been reduced.

Even the proposal to lower the GST on food served in AC Restaurants from 18 to 12 percent is being considered.

Centre decided to decrease GST on several items after Opposition intensified the protests saying implementation of the tax reform is worse. Congress Vice President Rahul Gandhi even described GST as Gabbar Singh Tax.
