Why PK Didn't Attack Chiru's Friend Directly?

Today, Pawan Kalyan launched an attack on HRD Minister Ganta Srinivasa Rao during the meeting with intellectuals to understand the ground realities in Uttar Andhra region. Though he didn't mention the name of Ganta directly, The target seems to be AP Government and there needn't be any doubts over it.
Pawan Kalyan alleged TDP Leaders & their benamis have encroached 1 lakh acres of land in Visakhapatnam since 2014. He demanded TDP Government to disclose the Special Investigation Team (SIT) Report on the Visakha Land Scam.
Jana Sena Chief foresees Statehood Movement in Uttar Andhra region because of negligence shown by the rulers. He feels people of Uttar Andhra would fight for their self-respect within the next few years if the issues remain unresolved.
Ganta Srinivasa Rao is known to be friend of Chiranjeevi. They share a very close bond, meet regularly and would always be ready to help each other. This could be the reason why Pawan refrained from naming Ganta but targeted TDP Government. Surprisingly, TDP Supporters have been questioned why PK hasn't mentioned Ganta's name in the land encroachment issue. Looks like, They forgot the fact that Ganta is a TDP Minister.
