Why PK Waited For 1 Hour in Pragathi Bhavan?

The news about Pawan Kalyan visiting Pragathi Bhavan on the New Year eve came as a pleasant surprise. What caught everyone's attention here is the waiting period of Powerstar at the CM Camp Office.
A debate is happening on Social Media regarding the 1 hour period PK was made to wait for the meeting Telangana CM - 'While Chandrababu waited for Pawan Kalyan - Pawan Kalyan was made to wait for KCR'.
As per the report in a Newspaper, 'When information was passed to KCR about the arrival of PK when he was in Raj Bhavan, CM reportedly directed the officials to take the Jana Sena Chief into his house'.
Whether Pawan waited for CM or KCR made him to wait is a million dollar question. Didn't PK seek prior appointment of the Chief Minister? or If KCR isn't in a position to skip the meeting with Governor at that time despite appointment with PK? Majority of the people feel KCR shouldn't have made Pawan Kalyan wait for such a long time.
