Another row popped up between the state government and the farmers who gave lands in Amaravati for capital. Farmers moved the High Court against giving house lands to outsiders against the guidelines under the R5 zone. Framers challenged the land transfers made by the Collector to give house sites to outsiders.

Rayapudi Dalit Bahujan Welfare JAC and People of various villages in the capital region have formed Farmers' Welfare Associations and filed this lawsuit. In their petition, CM YS Jagan,Y. Sri Lakshmi, the Special Chief Secretary of the Municipal Administration Department, were mentioned as personal respondents.

The petitioners said that the CRDA Amendment Act and CRDA Act land pooling is against the guidelines. They sought directives to scrap Act 13/2022. They also raised objections to giving house lands to people under the Navaratnalu scheme.

The petitioners mentioned that the lands pooled from farmers for the capital region were not fully transferred to the Capital Region Development Authority. Giving house sites in an area that was proposed as the capital city is against the rules. Petitioners raised objections to CRDA permitting 21 layouts in the R-5 zone in the name of Jagananna Illu which is against AP Land Development Rules 2017. They sought interim orders to stay the works at the 21 layouts in R-5 Zone.

On the other hand, the President of Andhra Pradesh Conservation Society, Kolikapudi Srinivasa Rao fumed saying that the Jagan government came up with the plan to grant house sites to the poor people in the R-5 Zone in the Amaravati region. It is not good that the government is gearing up to hand over house sites to the poor in the area that was allocated to industrial needs. We are not against giving constructed houses to the poor. But the Amaravati region should be developed first.

The petitioners also said that if the house constructions were started instead of developing the region, then they will sit for protest in front of the houses of Chief Minister Jagan, MP Nandigam Suresh, MLA Allagadda Ramakrishna Reddy and the representatives of the party from Vijayawada and Guntur. He also announced 200 days of movement activity against the government's policy.
