Rahul Gandhi's Letter to Modi for AP Special Status

Congress vice president Rahul Gandhi has written a letter to Prime Minister Narendra Modi ahead of Amaravati foundation ceremony demanding the NDA Government to grant Special Category Status for Andhra Pradesh.
In the letter, Rahul Gandhi appealed Centre to accord Special Category Status for Andhra Pradesh as soon as possible. He also urged Union Government to set a time-frame to fulfill all the promises made in Seemandhra region as per the AP Reorganisation Act 2014.
Rahul Gandhi's letter at the time Narendra Modi is visiting AP for laying foundation stone to the new capital Amaravati would certainly irk the NDA Government. Will Prime Minister fulfill the promise he made to the people on or before October 22nd?
While passing the Telangana bill, Then Prime Minister Manmohan Singh has promised Special Category Status for Andhra Pradesh. Even BJP supported the move and Leaders such as M Venkaiah Naidu & Arun Jaitley demanded extention of 5 years period to 10 years. However, The promise remained unfulfilled in the past 15 months.
