KVP's Bill on Special Status goes to Lok Sabha

The debate on Special Category Status is taking a new turn with each passing day. Initially, Modi Government didn't see the Private Members Bill moved by KVP Ramachandra Rao as a threat. Slowly, Centre is realizing the seriousness of the issue and taking damage control measures. As part of it, KVP's Bill has been moved from First to Last Position in the priority list of Upper House. But, That didn't end the troubles of the Union Government.
Today, A debate on KVP's Private Members Bill took place in Rajya Sabha. Even though voting was expected to take place, That didn't happen for some reason.
Members have discussed if KVP's Bill is a Money Bill or Not? Thereafter, Rajya Sabha Deputy Chairman Kurien made it clear that the Upper House can't take a decision on what kind of Bill it is prior to Voting. He also forwarded the Bill to Lok Sabha to find the answer for the million dollar question. Will there be a discussion on the Private Members Bill in Lok Sabha during Monsoon Session? In a way, BJP avoided voting on KVP's Special Status bill in this manner.
