Union Minister for State (MoS) for Social Justice Ramdas Athawale didn't hesitate to say Congress Vice President has improved his leadership qualities. 'Rahul Gandhi isn't Pappu anymore. He can be a good leader,' he told to media persons in Maharashtra.
