AP Chief Minister YS Jagan Mohan Reddy has now become adept in the usage of the word. His latest statement on Vizag was legally faultless and at the same time hit the nail very hard on the heads of the pro-TDP media in the state. He has clearly learnt the art of keeping the people guessing and has mastered the art of saying things without attracting legal problems.

On Friday, Jagan inaugurated the investors summit in Vizag. Speaking on the occasion, he said that Vizag was an attractive investment destination. He then added that he himself was moving to Vizag. This statement is different from the one he made in Delhi recently. In Delhi, he said that Vizag would soon become the executive capital and that he would move his office to Vizag.

But this time, he did not even mention the three-capitals issue as the matter is sub-judice. But, he clearly said that he would soon move to Vizag. Now, this attracts no contempt of court. As the chief minister, he can relocate to any place in the state. For instance, KCR has never visited the Telangana secretariat and held umpteen important meets in his farmhouse which is a good 30 km from the state capital.

Thus, through his statement, Jagan has succeeded in keeping the three-capitals issue without even talking about it. At the same time, he has ensured that he attracts no legal provisions for action in the courts of law. Technically, the secretariat is where the CM is. Thus, without saying a word, he has indicated that Vizag would be the executive capital of the state.
