Shivarama Krishnan Report On AP Capital: What's In It?
By: Tupaki Desk | 1 Jan 2020 9:52 AM GMTTDP Government hadn't bothered to take any of the recommendations of Sivarama Krishnan Committee seriously. Then CM Chandrababu Naidu & his Council of Ministers preferred Amaravati as the new capital. Ever since YCP Government proposed 3 Capitals, Andhrites began wondering what was actually recommended by the Sivarama Krishnan Committee for all round development of Andhra Pradesh.
First and foremost, Sivarama Krishnan Panel disapproved Hyderabad Model. It was against creation of one big city without decentralisation of power. The Committee proposed the idea of having Government Institutions such as Assembly, Secretariat and High Court at different locations. Vijayawada-Guntur, Visakha, Rayalaseema and Srikalahasti-Nadikudi were recommended as ideal locations.
It's not necessary to establish High Court at the same place where Assembly and Secretariat have been. If High Court was established in one region, HC Bench can be set up in the other region. That's what GN Rao Panel had recommended as well.
Committee advised Government to take measures to protect as much of fertile lands while planning capital. Instead, TDP Government acquired over 33,000 acres from farmers through various methods.
Vijayawada-Guntur region is prone to Earthquakes, Not advisable to build high-rise buildings.
