Kerala Government moved the Supreme Court holding Tamil Nadu responsible for the floods which caused huge devastation. Over 400 people were killed and around Rs 2 lakh crore property was damaged in a span of 10 days.

In the affidavit filed in the Apex Court, Kerala Government complained sudden release of water from Mullaperiyar Dam by Tamil Nadu caused an irreparable damage in Kerala. It informed that the repeated requests to Tamil Nadu Government to release the water gradually from Mullaperiyar Dam has fallen in the deaf ears. 'Sudden release of water from Mullaperiyar Dam increased the water flow to Idukki Reservoir and this eventually caused flooding,' read the affidavit.

Chief Secretary of Kerala informed, 'We had a strict operational control over two large reservoirs (Idukki and Idamalayar) and eight small reservoirs in the periyar basin. Whereas, Sudden release of water from Mullaperiyar Dam put so much pressure on Idukki Reservoir and caused this devastation'.

Actually, Mullaperiyar Dam was built 150 years ago at the Kerala-Tamil Nadu border. Though it's in Kerala, Tamil Nadu holds complete authority over it.
