Why T-Govt need to pay Rs 35,000 crore for AP?

Already, Supreme Court has quashed the review petition filed by T-Government against the sharing of assets and liabilities of APSCHE with Andhra Pradesh as per population ratio. Upon taking the advise of Law Department, TRS Government is now preparing to file a Curative Petition.
What is a Curative Petition? It given an opportunity for the Complainant to know if there is any scope for relief once Supreme Court delivers its final judgement. Such petitions will be looked after by Judges in a Chamber and rarely does they receive hearing in the open-court.
Curative Petition is the last hope for TSCHE. If the judgement doesn't go in its favor, T-Govt should be prepared to pay a massive sum to AP for claiming control of common institutions.
