Are Those Telanganites Ineligible For Padma Awards?

Telangana People aren't pleased with the Padma Awards announced by Centre for the year 2018. None of the Achievers recommended by TRS Government were bestowed with Padma Awards in any of the three categories.
Telangana Government Recommendations:
Bharat Ratna - PV Narasimha Rao
Padma Vibhushan - Telangana ideologist Prof.Jayashankar, Economist Chennamaneni Hanumantha Rao and Novelist Prof. Siva K. Kumar.
Padma Bhushan - Badminton champ PV Sindhu
Padma Shri - Singer Goreti Venkanna, Educationalist Chukka Ramaiah and Film Lyricist Suddala Ashok Teja
Why none of these prominent personalities who has done invaluable service in their respective fields weren't recognized by Centre? What message does Union Government wishes to convey? Is this any sort of discrimination?
On the other hand, AP Government recommended 25 names for Padma honour. Whereas, Only Shuttler Kidambi Srikanth (Padma Shri) is lucky enough.
