Chief Ministers might be given sole & whole credit whenever a populist scheme becomes successful. Most often, People don't even realize there could a bureaucrat or some higher official behind the success of such initiatives.
Coming to the Populist Schemes implemented by TRS Government such as Rythu Bandhu & Farmers Life Insurance Scheme, Credit should be given to Principal Secretary to Excise and Commercial Taxes Department Somesh Kumar. As per TRS Sources, KCR offers utmost importance to the views expressed by Somesh Kumar and respects his work ethics a lot.
Telangana CM assigned the task of taking care of financial requirements for Rythu Bandhu & Farmers Insurance Scheme to Somesh Kumar. KCR went ahead with the implementation of these flagship scheme only after receiving a clear assurance from this Senior IAS.
Notably, Somesh Kumar was also behind the Rs 5 meals scheme implemented by TRS Government in GHMC.
