Two Censor certificates for RamCharan film

Based on the film's content, it is going to issue various certificates: U, U/A, A and S. While A certificate films are restricted to only Adults, U/A certificate films can also be watched by below 12 years children, accompanied by a parent/adult.
Coming to the details of this news, a week back, Megapowerstar Ram Charan's Bollywood debut Zanjeer has under gone Censor formalities and was given U/A certificate. Today, it's telugu version, Thoofan, has been seen by Censor board and was given A certificate!!
Many are wondering how the Censor boards, which have same rules for certificate issue, can give different certificates. It is quite interesting!!
