Who described KTR as Bachcha?

Telangana Congress chief Uttam Kumar Reddy is in no mood to accept the challenge thrown at him by Industries Minister K Taraka Rama Rao. Instead, He described KTR as 'Bachcha' and maintained any such challenges by the young man won't be taken seriously.
Interestingly, Uttam told he would certainly consider such challenges if KCR makes them. Is it a trap set up Congress President or Was he just trying to play the safe game?
Actually, KTR offered to quit Ministry if TRS Candidate Tummala Nageswara Rao fails to win in Palair by-election against Congress candidate Sucharitha Reddy (W/O deceased MLA Ramreddy Venkat Reddy). At the same time, He challenged Uttam Kumar Reddy whether he is willing to quit from his post if TRS wins.
Congress senior leader V Hanumantha Rao warned KCR to restrict KTR from making such statements, else be prepared for the worse.
