Why this BJP MP was fined Rs 2,000?

BJP MP Vijay Goel was fined by Delhi police on Monday for breaking the Odd-Even rule imposed by the AAP Government.
Faulting AAP's Odd-Even experiment, Vijay Goel announced on weekend that he would certainly break the rule. Before he began heading to the Parliament, Delhi Government's Transport Minister Gopal Rai met the Rajya Sabha Member to offer him a rose and appeal him not to obstruct the Odd-Even formula.
However, Mr. Goel was reluctant and even tweeted he was on his way to Parliament in an odd numbered car to expose the corruption of the AAP Government. He also accused AAP Government is spending the money of tax payers for Kejriwal's publicity in the name of Odd-Even scheme awareness.
As part of Round 2 of Odd-Even Scheme, Only Cars having Even Registration Numbers are allowed to run Today in New Delhi. The Round 2 will be continued till 30th of April.
