Who First Alerted Government About Markaz Meet?

It is now becoming increasingly clear that Markaz meeting was a monumental intelligence failure. How could the Delhi government and the Union Government not know about such a huge congregation involving so many foreigners? How did the meeting happen right under the nose of the two governments especially at a time when the world was chanting social distancing mantra?
The Central Government is taking a serious view of this and heads are likely to roll soon. The Delhi government is trying to defend itself saying that in has warned the Markaz on March 12 itself. If that is the case, what did it do when the meeting went on from March 16 till March 18? How come Amit Shah is unaware of the meeting happening in Delhi, which has just witnessed a deadly communal riot?
Meanwhile, the Telangana Government, which is now facing a spate of corona positive cases due to the Markaz meet, claims that in fact, it was the first to inform the Centre about the meeting in Markaz. Telangana DGP Mahender Reddy said that the Telangana police have first realised that those returning from the Markaz meet in Delhi were reporting Corona positive and immediately alerted the Union Home ministry. He also said that his government will take action against those foreigners who have entered the country on tourist visas but indulged in religious preaching.
