Why APNGOs refuse to leave Hyderabad?

To ensure functioning from Temporary Capital from June this year, AP Government ordered its employees working from Hyderabad to relocate to Guntur by April 20th.
APNGOs, on the other hand, refused to oblige citing lack of Housing for 6,000-odd employees in the proposed Temporary Capital and drop in House Rent Allowance (HRA) as the reason.
AP Employees has to deal with many issues like Children's Education and Housing for relocation. As House Rent Allowance (HRA) will be paid based on the percentage of population of the place, The allowance gets a drop the moment APNGOs shift to Temporary Capital. So, Employees demand HRA on par with what they receive in Hyderabad.
