Why Chandrababu's Polavaram Review Alarmed The Chief Secretary?

The real reason, according to those in the know of things, is that Chandrababu wanted to benefit his funders by awarding contracts to them. He planned to issue 10 per cent mobilisation advance to them before the results are out. Chandrababu, who is not confident of coming back to power, has decided that he would award contracts before May 23 so that those who have funded his party candidates would get some of their money back.
Realsing that this mobilisation advance would mean that these contractors will hold the Polavaram project to ransom and that would bring bad name to the YSRCP when it comes to power, the YSRCP had lodged a complaint with the election commission. Meanwhile, chief secretary moved in and served notices to the officials who attended the meeting without his permission. Remember the first review meeting was on Polavaram project, where he had planned to give mobilisation advances to the pro-TDP contractors.
Clever Jagan has thus pre-empted the move by alerting the chief secretary. The chief secretary on his part understood the problems that could arise if Chandrababu issued mobilisation advances.
