Why Do Officials in AP Make Court Angry Regularly?

For the past three years, we have been hearing news of the Andhra Pradesh government getting slammed by the courts. The trend is following and even the officials are facing the wrath from the courts.
Recently, a few IAS officers were asked to do service as they were found guilty of not implementing the court orders. But an official has now gone a few steps and received a non-bailable warrant as the High Court was not impressed by the actions of the officials.
As per the media reports, Satyanarayana, the Finance Secretary of Andhra Pradesh is the new official to make the High Court of Andhra Pradesh angry. The Secretary missing the hearing of the case did not go well with the court and the judge slapped him with a non-bailable warrant.
The High Court heard a petition that deals with the alleged delay in the payment of bills earlier today and the Court took a serious note of the Finance Secretary missing the hearing and the non-bailable warrant was issued against him.
The question that arises here is why the officials won't get the basic thing that they should follow the rules and not respecting the court is a big crime. Though no one knows why the officials are not respecting the court, they have to face the heat and no one will come to rescue them.
Many times, the Courts have found fault with the behavior of the officials and slapped them with fines and punishment. A few officials came very close to facing jail terms and keeping the seniority of the officials in mind, the punishment was changed.
