Why Jagan Does It And Why KCR Doesn't?

Despites odds heavily stacked against him, AP Chief Minister YS Jagan Mohan Reddy is somehow able to do whatever he has promised. On the other hand, despite being a budget surplus state, Telangana CM KCR is finding it very difficult to pay the full salaries of the government employees.
On his part, YS Jagan Mohan Reddy has not made any cut into the salaries of the government employees in the state. Also, none of the welfare schemes and pensions promised by him have been stopped. This is happening despite the state being in dire straits. The Telangana Government, which is financially in a better position and is resource rich, is imposing cuts in the salaries. In the month of March, 50 per cent salary cut was imposed, while in the month of April, 25 per cent cut has been put in place. All these are leading to deep discontent within the government employees in Telangana. The leaders of the employees unions ask as to how Jagan is able to manage, while KCR is unable to do it.
In the month of May, the AP government is planning to pay the full salary to the employees, while the Telangana government has already announced that the cuts would continue for some more time. The people are asking as to who Jagan is able to manage, while Telangana CM is unable to do it.
