Why Telangana government has a different yardstick for superstar films?

This has been a huge issue in the Telugu states. The film exhibitors and producers collude to hike the ticket rates exorbitantly and fleece the film actor's fans. As a result, they rake in big fat moolah and sit pretty on the collections.
However, the AP Government has decided not to allow such benefit shows anymore in times of Corona. The Government firmly said no benefit shows would be allowed. The producers and the fans of the hero made a big hue and cry, but the government did not budge an inch. Several people are appreciating this move and feel that this has put a check on unbridled fleecing.
But here's a question! Why is the Telangana government allowing such practices? Why is it allowing benefit shows that charge huge rates from the fans, who are mostly from the lower middle class and poor backgrounds? There is a groundswell of support for the decision of the AP Government. The ordinary film goers are appreciating this. But, why is Telangana not implementing a similar system? Not just film ticket rates, attention should also be paid to the rates of eatables sold in the film theatres. The rates are prohibitively high. So far, the Telangana government has not taken any action on this.
