The state of Andhra Pradesh is setting the stage for significant advancements in its aviation sector with plans to establish two greenfield international airports. These developments are part of a broader strategy to enhance connectivity and stimulate economic growth within the region. Aimed at bolstering the state's infrastructure, one airport is earmarked for the state capital, Amaravati, and the other for the Srikakulam district, indicating a concerted effort to spread development across different parts of the state.

In an effort to bring these ambitious projects to fruition, the Andhra Pradesh Airports Development Corporation (APADC) has reached out to consultancy firms. These firms are tasked with conducting comprehensive pre-feasibility studies, alongside preparing technical and financial feasibility reports (TEFRs), crucial first steps in the realization of any large-scale infrastructure project. The process for selecting these consultants is well underway, with a timeline that sees the submission of tenders by March 21st, followed by the unveiling of technical bids three days later, and the financial bids shortly after, on March 27th.

An integral part of the consultants' mandate is to pinpoint the most viable location for the Amaravati airport. This decision-making process is guided by several factors, including proximity to urban centers, environmental considerations, and potential for future expansion. The proposed site for the Srikakulam district airport, situated 70 km from the city and near the coastline, reflects a strategic choice that balances accessibility with development potential.

The scope of work for the selected consultancy firms extends beyond mere location scouting. They are expected to delve into the technical and financial intricacies that could influence both the construction and operational phases of the airports. This includes drafting a concept master plan and a financial model that aligns with contemporary guidelines while also carrying out environmental and social impact assessments to gauge the broader implications of these projects.

Moreover, these firms will evaluate the construction costs, break down the project into phases, and explore the most efficacious models for partnerships, be it public-private partnerships or joint ventures. Their analysis will also encompass revenue projections, underlining the economic viability of these airports.

Another aspect of their comprehensive assessment involves conducting market demand surveys to ascertain the potential of these airports to serve as aviation hubs, thereby driving regional development. This includes an examination of the possibilities for nurturing the aviation and defense manufacturing sectors within the vicinity of the airports.

The consultants are also charged with projecting air traffic growth and future demand, suggesting financial incentives and other perks that the government could offer to attract investment. Critical to ensuring the accessibility and success of these airports is an analysis of regional connectivity and the development of transportation routes that facilitate easy access for travelers.

In terms of long-term planning, the consultancy firms will draft a concept master plan that anticipates traffic demands over the next 35 years. This comprehensive plan will detail the infrastructure requirements, including runways, taxiways, aircraft parking stands, and terminal designs, ensuring the airports are equipped to handle future growth.

It's clear that the APADC expects these consultancy firms to provide a holistic overview of the projects, encompassing all critical aspects from land requirements for non-aviation revenue streams to detailed infrastructural planning. These steps mark the beginning of a transformative journey for Andhra Pradesh, promising to enhance its connectivity and catalyze economic development across the state.
