The Indian government has introduced changes to the passport application process, mandating that individuals born after September 30, 2023, exclusively use their birth certificate as proof of date of birth. This certificate must be issued by an authorized body such as the Registrar of Births and Deaths or the Municipal Corporation. This is part of the recent amendments to the Passport Rules of 1980, detailed in a notification released earlier this week. The revised regulations are set to be implemented following their publication in the official gazette.

For those born before October 1, 2023, a variety of documents can serve as proof of birth. These include not only the birth certificate from a recognized authority but also other documents like a transfer or school leaving certificate, a policy bond from life insurance corporations, and even a driving license, among others. For government employees or retirees, an extract from their service record or pension order, appropriately attested, is acceptable. Additionally, Aadhaar Cards, PAN Cards, and Election Photo Identity Cards are among the documents that the Indian government accepts as proof of date of birth for passport applications.

Apart from proving one's date of birth, applicants must also provide proof of address. This can be done through utility bills such as water or electricity bills, income tax assessment orders, or even a spouse's passport copy, provided it includes the applicant's name and the addresses match. For minors, a parent's passport copy can be submitted. Moreover, a declaration from the head of an orphanage or child care home is valid for those without standard proof of date of birth. The use of an Aadhaar Card is encouraged as it can speed up the passport application process.

The process of obtaining an Indian passport requires applicants to submit specific documents to verify both their date of birth and address. For individuals applying for a passport who were born on or before September 30, 2023, the list of acceptable documents is extensive. It includes educational certificates, insurance policy documents, government service records, and various identity cards issued by state and central government bodies. For proof of address, documents like a rent agreement, bank account passbook, and certificates from employers of reputed companies are valid.

This update to the Passport Rules of 1980 signifies the Indian government's effort to streamline the passport application process and ensure the authenticity of applicants' information. By requiring a birth certificate for those born after a certain date and providing a comprehensive list of alternative documents for others, the government aims to facilitate a smoother application process while maintaining security and verification standards.
