According to the latest reports, the White House sent a memo on October 2, 2025, to nine U.S. universities (including MIT, UPenn, and USC), proposing a 15% cap on international undergraduate enrollment and 5% from any single country in exchange for federal funding benefits, though it's an optional agreement rather than a universal directive.
This would essentially mean that the total international student population in university should not cross 15% of its overall capacity. On top of that only less than 5% must go to a single country.
This policy aligns with the Trump administration's broader agenda for "viewpoint diversity," requiring universities to screen international applicants for alignment with American values and share student data with DHS.
As India supplies over 331,000 international students annually (29% of U.S. total), the cap could severely limit opportunities for Indian applicants, potentially reducing the $45 billion economic boost from such students.
Appear that Trump is doing everything in his power to mitigate the international population and also cracking down on the Indian population in the country.
