Texas officials have launched a major probe into suspected abuse of the H‑1B visa program, starting with three North Texas companies. Attorney General Ken Paxton said the businesses are under investigation for allegedly setting up “ghost offices,” fake websites, and misleading addresses to sponsor foreign workers without conducting real business operations.
In one case, a single‑family home was listed as the official office while an unfinished building was cited as the worksite. Paxton emphasized that any attempt to cheat the visa system will face serious legal consequences, and the investigation aims to protect jobs for local workers and ensure compliance with federal regulations. The companies under review have not been publicly named, and no charges have been filed so far.
At the same time, Governor Greg Abbott has ordered a freeze on all new H‑1B visa petitions by Texas state agencies and public universities through May 31, 2027. Agencies seeking exemptions must obtain written approval from the Texas Workforce Commission and report on their past visa activity.
The move is intended to prioritize hiring qualified Texans while tightening oversight of foreign worker programs. Critics warn the freeze could strain sectors such as healthcare and research, which often rely on skilled foreign professionals.
