The flurry of activities notwithstanding, Telangana is unlikely to become a reality before the 2014 elections. The Congress high command - though strong in its resolve to carve out a new state - is unable to bite the bullet.

Union Home Minister Sushilkumar Shinde refused to give a time frame for tabling the Re-organisation Bill in Parliament .Home Minister Sushilkumar Shinde on Monday was non-commital on whether a Bill for creation of separate Telangana will be tabled in the coming winter session of Parliament.

Parliment winter sessions are commencing from December 5 to December 20 and Shinde hinted at a possible extension for introducing a bill in winter session.Post winter sessions there is only one chance left in form of Budget sessions to introduce the bill and there is no scope to introduce the bill in those sessions;sources said

Winter sessions will go for only 12 days and still many bills are yet to waiting for parliament approval.So doubts has been raising about introduction of T bill in winter sessions.

Shinde said that it cannot be said when Parliament would pass the bill and the separate state would become a reality.

"My job is to send the bill to Parliament according to the Constitution. I cannot say when Parliament will pass the bill," Shinde said

So if not this winter sessions UPA should go with Budget sessions and there is a least posibilty in that case.What UPA gonna do in this case...Fingers crossed
