The Madras High Court has made serious comments on the Central Bureau of Investigation (CBI) and called the agency a caged parrot and called for the release of the parrot.

The two-judge Madurai Bench of the Madras High Court comprising justices Kirubakaran and B Pugalendhi said the CBI should be made an autonomous agency and it should be accountable for Parliament alone.

The division bench made the comments while hearing a PIL that was filed to seek directives for a CBI investigation into the Chit Fund scam that came to limelight allegedly.

The bench maintained that in order to make the CBI get out of the image that it is an agency of the union government, CBI should be made an autonomous body like Election Commission or Comptroller and Auditor General of India.

Having said that, the Court issued instructions that come with 12 points which aim at helping the CBI work better and with more efficiency.

The court suggested the union government to look into the matter of bringing a new act to make special allocations in the budget to improve the manpower and facilities in the agency.

The CBI Chief was also directed to send a proposal to the centre within six weeks to seek more divisions and staff members.
