Is this why Shirdi-Pathri controversy is raked up?

The BJP has been claiming that the states have option but to implement the CAA and NRC as it is a law enacted by Parliament.
The Shirdi-Pathri issue that Uddhav Thackeray has raised have their roots in politics. Political pundits say that Uddhav Thackeray’s real objective is to beat both the BJP and the NCP in the Marathwada region. Shirdi has always been a BJP bastion, while Pathri has always been a Shiv Sena citadel. So, Shiv Sena has announced a development plan for Pathri at a cost of Rs 100 crore. In Ahmednagar district, the BJP has won six seats, while the NCP has won five. Shiv Sena and the Congress had to remain content with just two seats each. So, Shiv Sena wants to raise funding of Pathri into an issue and pit the voters of Pathri against Shirdi. But, this plan seems to be boomeranging as Shiv Sena's Lok Sabha MP Sadashiv Lokhande has thrown his lot behind the Shirdi trust
On the other hand, the BJP is playing a waiting game. It has neither opposed Shirdi nor Pathri. As of now, it is adopting a wait and watch approach on the issue. It wants Uddhav to make more mistakes and then attack Uddhav and Shiv Sena.
