In a massive loss of face to the TDP, the legislative secretary of the AP legislative council P Balakrishnamacharya has rejected the recommendation to send the 3 capitals bill to the select committee. In a communication sent to the chairperson MA Sharif, he said that it was not possible to constitute a select committee under rule 154 of the legislative rules and procedures. He had made this note on the file sent to him by the chairperson.
This has left the TDP in a piquant position. Shocked at the development, TDP MLCs Buddha Venkanna, Bachula Arjunudu, Naga Jagadeesh and Ashok Babu met Balakrishnamacharya and tried to force him to issue a notification constituting the select committee. Even Yanamala Ramakrishnudu tried to bring pressure on the legislative secretary. The YSRCP has slammed the orders issued by chairperson MA Sharif to the legislative secretary. He said there was no voting in the council and that no consent was taken from the members chosen for the select committee.
Chairperson's decision has created a confusion and raised several procedural issues. With the latest development wherein the secretary refusing charperson's orders, the situation has become further fluidy.
