No Word Called 'Capital' In Constitution: Jagan

Chief Minister YS Jaganmohan Reddy responded seriously on the manner in which Decentralization Bill was referred to the Select Committee by the Legislative Council Chairman. He accused Chandrababu Naidu of offering such direction to the Chairman for stopping the YCP Government from establishing '3 Capitals'. 'Legislative Council exists only in 6 States in our country. Its just arranged by the State Government for the sake of convenience and to get valuable advices from Intellectuals. Instead of offering suggestions on the Decentralization Bill, Legislative Council was used to murder the Democracy. People who make a hue & cry over capital shifting need to realize that there isn't even work called 'capital' in the constitution. If you go through the Constitution of India, You will find that only 'Seat Of Governance' was mentioned. Which means, Administration can be done from any place in the state. As per Article 174, Assembly can be established at any location,' he commented.


CM Jagan recalled former Tamil Nadu CM Jayalalithaa had ruled her state from Ooty. He added, 'At the time of Hudhud Cyclone, Even Chandrababu Naidu operated from Vizag for 10 days. Decentralization of 'Seat Of Governance' is the power given to government by the people'.


The Chief Minister wondered, 'Do we really need Legislative Council? We are spending Rs 60 crore per year on it. Still, Crucial Bills like English Medium in Govt Schools, Separate Commission for SC, ST and Decentralization of AP Capital face rejection. We will take a final call on Monday after detailed discussion'.
