PV Narasimha Rao rejected the Home Ministry's report: Former Home Secretary

Former Union home secretary, Madhav Godbole claimed that if the political will that time opted to act, the Babri Masjid could have been saved. He also said that PV Narasimha Rao, who was the Prime Minister then, did not accept the extensive plan prepared by the Home Ministry before the demolition of the Babri Masjid.
He has also claimed that former Prime Ministers Rajiv Gandhi and VP Singh has failed to take timely action when the mosque was under serious threat.
'If political initiative had been taken at the prime minister's level, the Mahabharata of this Ramayana could have been avoided,' said Godbole in his new book on Ayodhya dispute.
Describing the role played by PV Narasimha Rao in the events related to the dispute, Godbole said, 'Rao played the most important role in this crucial test match, but, unfortunately, he turned out to be a non-playing captain'.
Godbole wrote a book on the dispute of Ayodhya-Babri Masjid, 'The Babri Masjid-Ram Mandir Dilemma: An Acid Test for India's Constitution'.
He said that, after discussing with the concerned officers and institutions, the Ministry of Home Affairs has prepared a plan to invoke Article 356 of the Constitution. He added that the Ministry of Law has also cleared the Cabinet note in this issue.
'For this purpose, it was underlined that action would have to e taken well before the proposed date of commencement of 'karseva' so as to avoid the presence of large number of 'kar sevaks' and huge crowds at the time of action,' he wrote in his book.
'Kalyan Singh government was left free to deal with the situation. Not surprisingly, it permitted the kar sevaks to take the law into their own hands and to destroy the masjid. It was a clear case of the state government failing in its responsibilities under the Constitution,' he added.
