Who should get credit for the proposal to carve out 26 districts? The YSRCP might claim credit for this, but the BJP thinks otherwise. The AP BJP is arguing that considering each Lok Sabha constituency as a district was its idea. It says that it has even included this in its election manifest. It now claims that Jagan has actually implemented its idea.

Adopting schemes implemented by others and implemented in other states is common. For instance, Chandrababu's Anna Canteen scheme is a direct lift from the Amma canteens of Jayalalitha in neighboring Tamil Nadu. Similarly, the English medium schools is an idea that KCR has borrowed from YS Jagan Mohan Reddy. Jagan has taken the Telangana government's school infrastructure improvement project and implemented it in AP as Nadu – Nedu. The much-touted village volunteers system is a direct copy of a similar system in Odisha.

The BJP claims that it has promised to convert each Lok Sabha constituency into a district in its manifesto for 2014 elections. It also claims that it has raised this issue repeatedly with the TDP, which was its alliance partner, when it was in power. Interestingly, the YSRCP did not include this in its manifesto for the 2014 elections.

It became a part of the YSRCP manifesto only in 2019. Jagan began speaking about it only from 2018. He is now planning to implement it after three years after coming to power. So, the BJP is likely to rake up this issue and claim credit. But, claiming credit is one thing and getting political mileage from it is another thing.
