Is there a massive Rs 3100 crore scam in the Polavaram works? Is this scam going to become former CM Chandrababu's nemesis in the days to come?

If the report of the expert committee of retired irrigation engineers on Polavaram, constituted by Chief Minister YS Jagan Mohan Reddy, is to be believed there are irregularities to a tune of Rs 3100 crore in the Polavaram contracts. Shockingly, none of the tender norms in vogue int he EPC contract system have been followed in the Polavaram and staggeringly huge amounts have been given as advances to the contractors even before the land was handed over to them. This is especially true of the Hydel Power unit. What more, excess amounts were giving to the contractors, who had taken up works on the Left and the Right Bank Canals.

For the contractors involved in the Head Works, an additional amount of Rs: Rs 1,559.65 crore was paid. Similarly, Rs 787.20 crore was paid in excess in the contracts pertaining to the hydel power project, Rs 492.94 crore in left canal and Rs 233.98 crore in the right canal. If the expert committee recommendations are accepted, then the government will collect these additional amounts by invoking the provisions of the Revenue Recovery Act.

According to sources, the Polavaram project has proved to be a milch cow for the contractors, most of whom are closely associated with the then ruling party in the state.
