Congress leadership made up its mind to impose President's Rule in Andhra Pradesh after discussing the issue of nominating a new leader for CM post in place of Kiran Kumar Reddy.
3 Reasons behind President's Rule in AP:
1) Congress doesn't have sufficient numbers in Assembly and nominating new CM at a time when election notification is 10-day away will invite criticism from the Opposition Parties.
2) Heavy competition among Congress leaders to become CM. Nominating one among them will surely hurt others and prompt them to work against the party.
3) Caste Factor: Choosing a leader from one community will invite the wrath of other castes.
