Consumers nowadays are well informed and aware of their rights. If they felt they were not satisfied with any product or service, they are not shying away from approaching the consumer commission. In one such example, a person who was not satisfied with a theatre moved the consumer commission and the complaint made the theatre owner pay a fine.

Going into details, a person went to the INOX Maheshwari Parameshwari, popularly known as Kachiguda INOX. As the show was scheduled to be aired at 4: 30 PM, the show was delayed by 15 minutes, and the theatre owners aired the show at 4: 45 PM. The consumer who was not happy with this approached the consumer commission.

The consumer who felt that 15 minutes of his time was wasted by placing ads in the theatres had first complained to the theatre manager. But there was no proper response from the Manager. As the Manager did not respond appropriately, he had to move the Consumers Forum.

The Consumer had also added Licensing Authority Hyderabad City Commissioner in his petition. Though the incident happened in 2019, the complaint was addressed by the Forum recently. Both parties were asked to be present for the hearing.

However, the theatre manager said that they can air the ads as per the guidelines and quoted the 19(1)(2), (A) of the guidelines. The Consumers Forum said theatres can play the advertisements for just five minutes and not for fifteen minutes. The Forum had ruled out the arguments placed by the theatre manager.

Under the Telangana Cinemas Regulation Act-1970, Rule No 41, the theatres can play the ads for only five minutes. Playing the ads for 15 minutes goes against the rules. On the grounds of the violation of rules, the theatre is slapped with the fine, the Consumers Forum said.

Holding the theatre liable for the violation of the rules, the Consumers Forum directed the theatre management to pay a sum of Rs 5,000 for the consumer and an additional Rs 5,000 for the expenses he incurred while filing the complaint. Besides this, the Hyderabad Commissioner was also imposed a fine of Rs 1. Lakh in this matter.
