The controversial GO 317 issued by the Telangana government on Public Employment had reached the High Court challenging the GO. A petitioner felt that the GO is not right as it has not got approval from Parliament. Seeking a stay on the controversial Government, the petitioner had knocked on the doors of the High Court.

Hearing the petition, the Telangana High Court Chief Justice Satish Chandra Sharma said that a stay order cannot be issued. Giving a reason for this, Justice said that the response of the defendants was not taken in connection with the case.

To seek a response from the defendants, the Telangana High Court had served notices to them directing them to give a response. The next hearing in the case has been adjourned to four weeks granting time for the defendants and the government officials to file an affidavit.

After the hearing, the Telangana High Court also served notices to government officials like Central Home Secretary, Telangana Chief Secretary, Public Health Principal Secretary, Director Health Secretary, and Sanga Reddy district collector.

The controversial Government Order no 317 was announced by the government earlier this month which aims at bringing a zonal system under which the jobs would be allocated. As the district count was increased in the state for better governance, the government started the new system.

The zonal system works in a way that an allotment committee will deal with the jobs allotment and the transfer of the jobs. The head of the particular department and the concerned Collector will also be included in the committee.

The final decision on the jobs selection and transfers related to the Zonal and multizonal jobs would be of Principal Secretary, Special Chief Secretary, Head of the Department, and Government’s senior consultant.

The government teachers have opposed the Zonal system proposed by the government and have been protesting against the same. Questioning how the government can take such a decision without prior intimation and not seeking their nod, the teachers are protesting.
