Who Gets To Decide What Is Secret Go: Ap HC?

During the arguments, the High Court asked who will decide the criteria of the Government Orders that get to be uploaded on the websites.
A bunch of petitions that were filed in the High Court against the non-availability of the Government Orders in websites came for the hearing today and the court heard the petitions. Lawyers representing both parties were present for the hearing and placed their arguments before the court.
During the arguments, the High Court asked why all the Government Orders are not getting uploaded to the websites. What is so secrecy in the Government Orders? Why is the easy process being made complicated, asked the High Court.
The lawyer representing the Andhra Pradesh Government said that the Government Orders that are too secret are not uploaded on the websites and the secret Government Orders are being uploaded. However, the High Court was not satisfied with the arguments.
The petitioners' lawyers said that not uploading the Government Orders goes against the Right to Information. The High Court heard the arguments of both parties and adjourned the next hearing to the 28th of this month.
The Division bench was not happy with the Government Lawyer's arguments that highly secret Government Orders were not uploaded in the websites. The Bench asked what are secret and highly secret Government Orders.
While adjourning the next hearing, the division bench issued directives to the lawyer that all the details pertaining to the Government Orders should be submitted to the High Court. The details include the data of the Government Orders that were uploaded to websites and the secret Government Orders.
The petitioners had knocked on the doors of the High Court saying that the Government Orders were not uploaded in the websites and a mere five percent of GOs are only uploaded to the websites. After the issue was taken to the notice of the Court, the Court sought all the details of the Government Orders.
