Can Fines Put an End to Flexis and Hoarding Menace?

The flexes and banners often create issues like traphic jams and cause inconvenience to the passers-by. To deal with the issue with an iron fist, the Telangana government led by Chief Minister Kalvakuntla Chandrashekar Rao had taken a big decision that no banners or hoarding will be allowed within the limits of Hyderabad Civic body Greater Hyderabad Municipal Corporation(GHMC).

Outside Hyderabad too, the government had made it mandatory to seek permission from the concerned authorities to have any banner or Flexi or hoardings. Despite this, many people are going ahead with setting up the banners and all.

Most of the time, the ruling party leaders set up the flexis whenever there is any party meeting or rally. Despite the civic body authorities slapping fines, the leaders are not changing their behavior and setting up massive banners and hoardings.

The Warangal Municipal Corporation took the flexi issue seriously and slapped those who have set up the flexes. The civic body did not even spare the Mayor and TRS leaders who were behind this. The Mayor was fined a big amount.

As per the media information, Warangal Mayor Gundu Sudharani was fined Rs 2 lakhs and a TRS leader was fined Rs 50,000 over the flexi issue. The flexis were set up in Warangal marking the arrival of TRS Working President and IT Minister of Telangana Kalvakuntla Taraka Rama Rao.

While the Municipal Corporation had done a good thing in slapping fines, a question of whether imposing fines can stop the practice and put an end to the menace of the flexis arises here. On many occasions, the GHMC officials have slapped fines on the violators, and challans for the same were also issued.

However, no big change had occurred and the more the challans were issued, the more the violations were being reported. A Right to Information query had said that around 2 lakh challans were issued by the GHMC against the violators and the fine money is yet to be credited.

This shows that though the decision is good and the system is working effectively in slapping fines, they are failing to stop the menace. We need strict measures to deal with these.
