The Government of India has clarified how live in relationship couples will be recorded during the upcoming Census of India through a set of 33 frequently asked questions released ahead of Phase One.
According to the clarification, couples who are in a live in relationship and consider their partnership to be a stable union may be recorded as married for Census purposes.
The move is aimed at ensuring that contemporary living arrangements are accurately reflected in official data collection, rather than forcing rigid classification that may not match social realities.
Officials explained that the Census is designed to capture factual household information as declared by residents.
Enumerators will record responses based on what individuals state about their relationship status, without demanding documentary proof. This approach is intended to make the process simple, non intrusive, and inclusive.
The clarification comes as part of the House Listing and Housing Census, the first phase of the nationwide exercise, where details about household composition, amenities, and family structure will be collected. The government believes this step will help in gathering more realistic demographic data that can support future policymaking and welfare planning.
