Its a new initiative to connect with ancient Indian friends in the Indian Ocean region.
The project focuses on the natural wind phenomenon, especially monsoon winds used by Indian sailors in ancient times for maritime trade. The project is a counter to China maritime project silk route which announced by Chinese government few months back. Seems its an tough time to Chinese president in Indian visit this time.
